House of Representatives Warns Rivers Sole Administrator Ibas, Says He Has No Lawmaking Powers

Abuja – The House of Representatives has issued a stern reminder to the Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas (retired), making it clear that he lacks the constitutional power to create laws or submit a state budget.

This warning follows Ibas’s announcement of plans to present a new financial plan for the state after the federal government imposed a state of emergency in Rivers in March. According to Naija News, the House’s position underscores that legislative responsibilities remain outside the scope of Ibas’s interim role.

In a Sunday interview with Punch, House Deputy Spokesman Philip Agbese emphasized that the National Assembly alone holds legislative authority and that Ibas’s role is strictly administrative.

“The Sole Administrator is not empowered to take over the lawmaking duties of the National Assembly under the prevailing circumstances,” Agbese stated.

He also revealed that Speaker Tajudeen Abbas is in discussions with House leadership to form a committee that would closely monitor Ibas’s administration to protect the interests of Rivers citizens during this transitional period.

Agbese added that the House had already shared its concerns with President Bola Tinubu, reiterating that any actions by Ibas that exceed his constitutional limits would prompt a firm response. This could include a no-confidence motion or other legislative measures to safeguard the rule of law.

The political turbulence in Rivers State stems from a fallout between Governor Siminalayi Fubara and the state’s House of Assembly. In response, President Tinubu declared a six-month state of emergency, suspending both the governor and the legislature.

As part of the federal intervention, Ibas was appointed to temporarily oversee the state’s affairs. Last week, he disclosed his intention to draft a new budget, outlining key areas of focus such as health, education, and infrastructure development.

While addressing members of the Rivers National Assembly caucus, Ibas reiterated his commitment to steering the state through this challenging period. He said the proposed budget would prioritize job creation and strategic investments in technology, agriculture, and social services.

“Following the Supreme Court’s ruling on the state’s previous budget, we moved quickly to draft a new one that reflects our development goals,” Ibas said.

He added that the budgeting process would be transparent and inclusive, aimed at meeting the urgent needs of Rivers residents and driving progress without unnecessary delays.

“We’re determined to act swiftly and ensure the necessary funds are allocated to critical sectors for the benefit of our people,” he concluded.
